Building the Future of Monroe Local Schools

The passage of the November 2024 bond issue marks a major milestone for our district and community. This achievement reflects our shared commitment to providing the best possible learning environments for current and future generations of our students.

Project Timeline

  • November 2024: Bond issue passed
  • April-July 2025: Educational visioning and schematic design
  • August-December 2025: Design development
  • January-March 2026: Construction planning and bidding
  • April-May 2026: Construction begins
  • Summer 2028: Construction completed
  • Fall 2028: New high school building opens to students grades 9-12

Facts & Figures

  • Bond overview: In November 2024, the Monroe community approved a 3.49 mill bond issue to raise $36.75 million for the construction of a new Monroe High School.

  • No increase in taxes: Thanks to years of responsible financial stewardship, the district is able to leverage local funds to pay off current debts and phase in new payments without an increase in local taxes.

  • Collection timeline: Collection of the new 3.49 mill bond begins in 2029 once the existing 3.50 mill bond is paid off, resulting in a slight net decrease in taxes ($122 annually per $100,000 of appraised home value, versus the current $123). As required by law, all bond proceeds will be used exclusively for construction.

  • State funding: As a result of the bond issue’s passage, the Ohio Facilities Construction Commission (OFCC) will provide an additional $25.3 million in state funding for the construction of the new school building through the Classroom Facilities Assistance Program (CFAP).
  • Enrollment projections: In addition to the 10-year enrollment projection facilitated by the state of Ohio, the district contracted with Ohio-based Cropper GIS in January of 2024 to conduct an independent, third-party study over the same time period.
    • Both surveys forecasted enrollment to remain flat or slightly decline over the next 10 years due to factors including net-migration, housing turnover, and number of births in the district.
    • Community growth projections were consistent in both forecasts, indicating that the new high school building will be able to meet and exceed anticipated growth for the foreseeable future, despite several planned or potential housing developments.
    • While projections indicate no net increase in enrollment, the new high school is being designed with flexible spaces and future growth in mind.
