The English Learner (EL) program at Monroe Local Schools serves students whose first language is one other than English. The majority of these students have Spanish as their first language, however, more than 20 additional languages are spoken by our students.

Monroe Local Schools believes in the importance of providing English language instruction to students in the district who are English Learners, including immigrant children and youth. The district’s English Learner Program is provided to enable EL students to become competent in the areas of listening, speaking, reading and writing of the English language and effectively participate in the district’s educational program. The district is committed to providing services so that EL students are properly identified, regularly assessed, provided with a high quality language and academic instruction, achieve English language proficiency, and meet the same challenging state academic content and student achievement standards as all students in the district are expected to meet.

FAQs

What criteria determine whether a student is an English Learner?

Monroe Local Schools employs two methods to determine whether a student is an English Learner. Upon enrollment, parents are asked to complete a home language survey. If the survey indicates multiple languages, the student is then administered the Ohio English Language Proficiency Screener. The results of the survey are used to determine identification.

The other method of determination is an examination of previous school records. At the time of enrollment, if a previous school has identified the student as an English Learner, Monroe Local Schools accepts that district’s determination for the student.

What services are available to my English Learner student?

Monroe Local Schools provides services through a English Learner Plan (ELP) based on individual student needs. Students who are determined to have a beginning or intermediate level of language proficiency are serviced by the district’s English Learner staff in a variety of ways described in the handbook linked below. Students who are determined to have an advanced level of language proficiency are serviced by the district’s English Learner staff on a consultation basis.

How does a student exit the EL Program?

The student exits the EL Program by demonstrating proficiency in all five areas of assessment: Listening, Speaking, Reading, Writing and Comprehension.
