Erin's Law
Ohio's 135th General Assembly enacted House Bill 33, which requires developmentally appropriate instruction in child sexual abuse prevention to be included in schools' prescribed health curriculum for students in grades kindergarten through sixth.
As required by law, the district has selected the curriculum Fight Child Abuse, a resource provided by the Barbara Sinatra Children’s Center Foundation. This curriculum has various videos on child sexual abuse topics such as safe and unsafe touch. All students will receive annual instruction from their respective building counselors.
Parents and guardians may submit a written request to excuse their student/s from taking instruction in child sexual abuse curriculum. Please contact your student’s school counselor if you would like to opt out.
Harassment/Intimidation/Bullying
Harassment, intimidation, or bullying behavior by any student in the Monroe Local School District is strictly prohibited, and such conduct may result in disciplinary action, including suspension and/or expulsion from school. "Harassment, intimidation, or bullying", in accordance with R.C. 3313.666 means any intentional written, verbal, graphic or physical act including electronically transmitted acts i.e., Internet, cell phone, personal digital assistant (PDA), or wireless hand-held device, either overt or covert, by a student or group of students toward other students, including violence within a dating relationship, with the intent to harass, intimidate, injure, threaten, ridicule, or humiliate. Such behaviors are prohibited on or immediately adjacent to school grounds, at any school-sponsored activity, on school provided transportation, or at any official school bus stop that a reasonable person under the circumstances should know will have the effect of:
- Causing mental or physical harm to the other students including placing an individual in reasonable fear of physical harm and/or damaging of students’ personal property; and,
- Is sufficiently severe, persistent, or pervasive that it creates an intimidating, threatening, or abusive educational environment for the other students.
If occurring, this should be immediately reported to a school administrator.
Bullying Report
Pursuant to House Bill 276, Ohio School Districts are required to semiannually post the number of reported bullying and harassment incidents that occur throughout their district. A copy of Monroe's latest report is located here.
Healthcare Services & Parent Exemption Option
House Bill 8 (2025), O.RC. §3313.473
Monroe Local School District (“Monroe” or “School District”) is committed to the health and well-being of all students. As part of our school health services, several physical and mental healthcare services are provided as part of this commitment. Some of these services are required to be provided by the School District, and others are options we make available to further enhance our services. This Notice is to inform you of the health care services offered within the School District, and whether your consent is required for the same.
Nursing Healthcare Services
Nurse services include, but are not limited to, acute visits for concerns such as first aid, unanticipated minor injuries, emergencies, headaches, loose tooth, stomachache, and acute injury. These are generally provided without parent consent in advance.
Individual healthcare services are procedural services deemed necessary by a student’s physician and/or parent, including but not limited to medication administration, tube feedings, diabetic care, asthma management, seizure management, and allergy management. This is coordinated through physician orders provided by the parent in advance. No medication administration or individual healthcare services are provided without parent consent in advance.
Students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include physical healthcare services will be served in accordance with those plans as required by state and federal law. Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.
State-required hearing and vision screenings are offered to all students at no cost to families and are administered according to state guidelines. These screenings are required annually for preschool and kindergarten students, and every other year for grades 1-12. Parents may choose to opt out of these state required screenings via email to the clinic staff:

Alternatively, parents may choose to obtain these screenings through their child’s physician or other qualified health care provider.
Mental Health Services
School counselor services include:
- Academic services: These are not health services and include academic advising, course scheduling, coursework management, setting educational goals, and post-secondary planning. These services are provided to all students by school guidance counselor(s). Parent consent is not required for these services.
- Emotional support: includes resilience, coping, growth mindset strategies, peer conflict management, emotional regulation, and grief support. These services are not provided unless parent consent is obtained in advance. Parents are notified of a substantial change in a student’s use of these services as required under state law.
Individual mental healthcare services include:
- Students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include mental healthcare services. These students will be served in accordance with those plans as required by state and federal law. Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.
- Mental health specialist: The school district employs a mental health coordinator and partners with Access Counseling ("specialist") which provides direct care and triage services to students and families upon referral by staff. The specialist will issue notice to the parents in accordance with board policy if a continuing course of services is recommended, and parent consent will be obtained before a continuing course of services is implemented.
Behavioral Health Services
Individual behavioral health services include students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include behavioral health services. These students will be served in accordance with those plans as required by state and federal law. Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.
Parent/Guardian consent will be obtained for:
- School-based health clinic services
- Individual healthcare services
- Emotional support (as part of school counselor services)
- Mental health specialist continuing course of services
- Social worker services
- Individual behavioral health services
Any other healthcare services either have separate consent requirements (e.g., Section 504 Plans, IEPs), or have opt-out procedures outlined above. Parental consent to any services outlined in this notice does not waive the parent's right to access the student's educational or health records or to be notified about a change in the student’s services or monitoring as provided by law and Board Policy po5780.01, Parents’ Bill of Rights.

Nondiscrimination

Notice of Nondiscrimination and Internal Complaint Procedures
Rights under FERPA
The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain rights with respect to the student\'s education records. These rights are:
(1) The right to inspect and review the student\'s education records within 45 days of the day the School receives a request for access.
Parents or eligible students should submit to the building principal [or appropriate school official] a written request that identifies the record(s) they wish to inspect. The School official will make
arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.
(2) The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate.
Parents or eligible students may ask the School to amend a record that they believe is inaccurate. They should write the Building Principal [or appropriate school official], clearly identify the part of the record they want changed, and specify why it is inaccurate. If the School decides not to amend the record
as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when
notified of the right to a hearing.
(3) The right to consent to disclosures of personally identifiable information contained in the student\'s education records, except to the extent that FERPA authorizes disclosure without consent.
One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement
unit personnel); a person serving on the School Board; a person or company with whom the School has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or
assisting another school official in performing his or her tasks.
A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.
Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.
(4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School District to comply with the requirements of FERPA.

SAVE Act
Ohio's 133rd General Assembly enacted House Bill 123, the "Safety and Violence Education Students (SAVE Students) Act," regarding school security and youth suicide awareness education and training. The state legislation calls for a comprehensive approach to school safety involving the Ohio departments of Education, Public Safety, Mental Health and Addiction Services, and the Attorney General’s Office.
The law requires the following for school districts:
- Beginning with the 2023-24 school year, in grades 6 through 12 and continuing each subsequent year, schools must include at least three hours total (or three standard class periods) per school year of evidence-based instruction in each of the following topics:
- Suicide awareness and prevention.
- Safety training and violence prevention.
- Social inclusion.
- Each school district must use a training program approved by the Ohio Department of Education.
- Upon receiving written request of the student's parent or guardian, a student shall be excused from taking instruction in suicide prevention, violence prevention and social inclusion.
At Monroe Local Schools, students grades 6-8 receive training that utilizes Sandy Hook Promise materials, including Say Something and the Say Something Anonymous Reporting System. Students grades 9-12 receive training that utilizes Erika’s Lighthouse, Level III: Depression Education & Suicide Awareness.
Parents and guardians may submit a written request to excuse their student/s from taking instruction in suicide prevention, violence prevention, and social inclusion. Please contact your student’s school counselor if you would like to opt out of future SAVE Act instruction.

Senate Bill 29
Monitoring or Accessing Student Activity on School-Issued Device - Required Pursuant to Ohio Revised Code §3319.327
While students have no right or expectation to privacy when using District technology resources, Monroe Local School District and its technology providers are prohibited from electronically accessing or monitoring school-issued devices provided to students unless a legal permissible exception exists. School-issued devices include any hardware, software, devices or accounts that a school district provides to an individual student for that student’s personal use.
Because electronic accessing or monitoring of school-issued devices can occur, Monroe Local School District is required to provide parents / guardians of its enrolled students with general notice that such electronic access and/or monitoring may occur in accordance with legally permissible reasons.
Monroe Local School District and its technology providers electronically access or monitor your student’s school-issued devices for the following statutory reasons:
- Activity that is limited to non-commercial educational purposes for instruction, technical support, or exam proctoring by school district employees or staff contracted by the District.
- Pursuant to a judicial warrant or subpoena unless otherwise prohibited by state or federal law.
- The school district or a third party vendor receives notification or awareness that the student-issued District device is lost or stolen.
- Activity is necessary to prevent or respond to a threat to life or safety. The access is limited to this purpose alone.
- Compliance with federal and/or state laws.
- Required as part of a federal or state funding program.
Monroe Local School District is providing you with advance notice that it and/or one of its technology providers intends to electronically access or monitor your student’s school-issued devices for the reasons listed above. This electronic access or monitoring can only occur when advance notice is provided.
In the event that Monroe Local School District is triggered to electronically access your student’s school-issued device for reasons #2 or #3 above, the District will, within seventy-two (72) hours, provide you with notice of what features of the device were accessed, a written description of the triggering circumstances, and description of the threat, if any. The notice is not required at any time when the notice itself would pose a threat to life or safety.

Monroe Local Schools utilizes various tools and surveys throughout the school year to gather valuable feedback regarding student experiences. Together, these surveys provide important insights to help our schools create a more supportive and effective learning environment for all students.
Parents and guardians may submit a written request to excuse their student/s from participating in school- or district wide student surveys. Please contact your student’s school counselor if you would like to opt out.
