Parent Notification of Health Services

Healthcare Services Annual Notice & Parent Exemption Option

House Bill 8 (2025), O.RC. §3313.473

The Monroe Local School District (“Monroe” or “School District”) is committed to the health and well-being of all students. As part of our school health services, several physical and mental healthcare services are provided as part of this commitment. Some of these services are required to be provided by the School District, and others are options we make available to further enhance our services. This Notice is to inform you of the health care services offered within the School District, and whether your consent is required for the same.

Nursing Healthcare Services

Nurse Services include, but are not limited to, acute visits for concerns such as first aid, unanticipated minor injuries, emergencies, headaches, loose tooth, stomachache, and acute injury. These are generally provided without parent consent in advance.

Individual Healthcare Services are procedural services deemed necessary by a student’s physician and/or parent, including but not limited to medication administration, tube feedings, diabetic care, asthma management, seizure management, and allergy management. This is coordinated through physician orders provided by the parent in advance.  No medication administration or Individual Healthcare Services are provided without parent consent in advance.

Students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include physical healthcare services will be served in accordance with those plans as required by state and federal law.  Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.

State-Required Hearing and Vision Screenings are offered to all students at no cost to families and are administered according to state guidelines. These screenings are required annually for preschool and kindergarten students, and every other year for grades 1-12. Parents may choose to opt out of these state required screenings via an email to the clinic staff.

Alternatively, parents may choose to obtain these screenings through their child’s physician or other qualified health care provider.

Mental Health Services

School Counselor Services include:

  • Academic Services These are not health services and include academic advising, course scheduling, coursework management, setting educational goals, and post-secondary planning. These services are provided to all students by school guidance counselor(s). Parent consent is not required for these services.
  • Emotional Support includes resilience, coping, growth mindset strategies, peer conflict management, emotional regulation, and grief support. These services are not provided unless parent consent is obtained in advance. Parents are notified of a substantial change in a student’s use of these services as required under state law.

Individual Mental Healthcare Services include:

  • Students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include mental healthcare services.  These students will be served in accordance with those plans as required by state and federal law.  Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.

Mental Health Specialist: The School District employs a mental health coordinator and partners with Access Counseling (“Specialist) who provides direct care and triage services to students and families upon referral by staff. The Specialist will issue notice to the parents in accordance with Board Policy if a continuing course of services is recommended, and Parent consent will be obtained before a continuing course of services is implemented.

Behavioral Health Services

Individual Behavioral Health Services include students who have Section 504 Plans or Individualized Educational Plans (“IEPs”) in effect that include behavioral health services.  These students will be served in accordance with those plans as required by state and federal law.  Parent rights related to these plans, including the right to revoke consent for such plans, are set forth in the parental rights notices provided when Section 504 Plans and IEPs are developed.

Parent/Guardian Consent Will Be Obtained For:

  • School-Based Health Clinic Services
  • Individual Healthcare Services
  • Emotional Support (as part of School Counselor Services)
  • Mental Health Specialist continuing course of services
  • Social Worker Services
  • Individual Behavioral Health Services

Any other healthcare services either have separate consent requirements (e.g., Section 504 Plans, IEPs), or have opt-out procedures outlined above.  Parental consent to any services outlined in this Notice does not waive the parent's right to access the student's educational or health records or to be notified about a change in the Student’s services or monitoring as provided by law and Board Policy po5780.01 Parents’ Bill of Rights.
